The National Audit Office has found violations in the activities of "Toplofikatsiya Sofia" EAD for the period from January 1, 2018 to December 31, 2020. It has been established that the management and control of the municipal sole-stock company were assigned without conducting a competition, and the investments, repair activities and production indicators set out in the business plan for the period 2015 - 2019 were not implemented in the planned volume. The National Audit Office also reports a persistent trend of loss formation from the activities of "Toplofikatsiya Sofia", as of December 31, it amounted to nearly 739 million leva. Violations have also been found in the management of the company's real estate - land and buildings. There are a total of 376 of them, 23 of which are investment properties. "Toplofikatsiya Sofia" owns apartments in Sofia, recreation and training facilities, commercial premises - shops, customer service centers and cash registers for paying utility bills. The total book value of the company's real estate as of December 31, 2020 is BGN 219.7 million - land for BGN 177.8 million and buildings for nearly BGN 42 million. The book value of the investment properties is BGN 1.8 million. However, due to poor management, the company has not generated revenue, but only additional expenses from its properties.
