State special enterprises are also the Toto ("Bulgarian Sports Totalizer"), SE Prison Case Fund, RVD (air traffic controllers), the dam management enterprise, etc. In fact, these reviews are assigned because there is external pressure to terminate the strange companies that operate under rules different from the Commercial Law (CL). The preparation and implementation of a program for the transformation of special enterprises into normal companies (or agencies) is one of the conditions for receiving the billions of euros under the notorious Recovery and Sustainability Plan and is included in it as a commitment made by Sofia (measure 236). The Organization for Economic Cooperation and Development, to which Bulgaria has long been pushing for membership, also believes that the special status of some of these state enterprises is meaningless and even harmful, and that they should become normal companies under the Commercial Code (or turn into agencies). The adoption of a program for the transformation of these state-owned enterprises is one of the OECD conditions for admitting our country to the prestigious organization. It turns out that on the topic of the fate of special companies there are disagreements between Bulgaria, on the one hand, and the European Commission and OECD, on the other. For example, for "Radioactive Waste", Sofia insists that it should remain a special state-owned enterprise. There are also disputes about others on the list. The lack of an up-to-date analysis of the enterprises and a program for their transformation also shows how useless the Agency responsible for them is.
